Run IP assignment script. This script sets a static IP address based on the name
of the script: x.x.x.x.cmd - will be ip address x.x.x.x. The script checks to see
if this address is available on the network by pinging first, if the address is in
use, the script halts. If the static address is already in use on the invoking pc,
the script flips/toggles state back to DHCP.
