Purpose:
	This project will teach the use of web services via hta application
	programming which will, as a result, teach both programming web
	services via HyperText Applications and understanding of the UTM grid
	coordinate system and how it scales to electronic pixel presentation.

	Load map in a static page for referencing land cover

Implements:

	single and multiple tiles

	will implement mouse naviagation including: click to zoom, click
	to pan, and coordinate entry.

Future Integration:

	User map loading, current coordinate presentation, and loadable map
	meta data as data drivers.
